Over the last decade, British governments have recognised the key importance of channelling more capital into technology business start-ups.
One result of this has been a series of reports, commissioned by the DTI, the Treasury, the Bank of England, the CBI and others, to look into the issues, and what can be done. Some of these (e.g. The Williams Report, published in 1998, which was produced by a committee chaired by Sir Peter Williams) were very high-powered; others grew out of a concern for urban regeneration (the various Bank of England reports, which got strong support from the Governor). All of them have looked extensively at the problem - and have made serious recommendations.
But which of these recommendations have been accepted? Which are now embedded in UK legislation? And which have languished and need resuscitating?
