This is the third in a series of papers on financial reform that we have published in the last couple of months (the others were by John Kay and Michael Taylor - see below). But it differs in being very much a regulator’s view of the problem. While Clive does not advocate a wholesale restructuring of either the industry (cf. Kay’s endorsement of “narrow banking”) or the regulatory architecture (cf. Taylor ’s “twin peaks” approach), he offers a number of important recommendations, using the recent G20 proposals on regulatory reform as a starting point
